With the passage of the Medicare Act in 1965, home health agencies became an integral component in providing patients with both acute and chronic care in a home-based setting. Currently, the Medicare Home Health Care Program reimburses home health agencies for providing a variety of home-based services such as skilled nursing, physical therapy, medical social work, and home health aides. For patients to qualify for home healthcare, they are required to be homebound and the services provided must be from a Medicare-certified home health agency.
Almost every state requires home health agencies to be licensed, while more than 15 states require home health agencies to obtain a certificate of need. The licensure and CON requirements can limit new entrants into the home health industry, thus making home health agencies more valuable.
